  I went to set up an account for a friend of mine who is an international student, but after about an hour and a half of processing, I was rejected because the international student couldn't speak Japanese. I thought it was amazing how the staff worked so hard to get international students to fill out the necessary paperwork, even though they knew they couldn't open an account unless they spoke Japanese. I don't think you can do anything you want to a foreigner who can't speak Japanese.
