  There are separate counters, so even though I spoke at the counter I was directed to, the person in charge didn't seem to understand what I was talking about. I waited for a long time, and no one even said what I was waiting for. I filled it out according to the instructions from another person I was surprised when he scolded me for not writing it down. I was told that the main entrance would be closed, so I went through another exit and returned home soaked in mud.
